Pushed this through to branch-2.8. Thank you for fixing this [~owen.omalley]
and [~lmccay] for the code review. Filed HADOOP-13457 for the bug-fix suggested
by Allen.
Cherry-picking to branch-2.7 threw up many conflicts. I suspect they will be
straightforward. I'll post a 2.7.x backport patch later today.
