Summary: Add Spark as one of the users in the LimitedPrivate scope

A lots of Spark applications run on Hadoop. Spark will invoke Hadoop caller
context APIs to set up its caller contexts in HDFS/Yarn, so Hadoop should add
Spark as one of the users in the LimitedPrivate scope.
