Target Version/s: 3.0.0-alpha2
Release Note: TrashPolicy#getInstance and initialize with Path were
removed. Use the method without Path instead.
Description: A follow-on from HDFS-8831: now the {{getInstance}} and
{{initialize}} APIs with Path is not used anymore. (was: A follow-on from
