[[email protected]], when I committed my HADOOP-13674 patch, I caused a 
conflict for your patch here.  I rebased it for you, and I'm attaching it as 
revision 005.  The only change since 004 is resolving some conflicts on import 
statements in {{ITestS3AFailureHandling}}.  This version of the patch passes 
tests again US-west-2 for me, and I'm code reviewing in more detail now.
