HADOOP-13716 patch 002; tunes the Eventually class; adds more tests. Migrate
ITestS3AFailureHandling to the class, cutting its predecessor in S3ATestUtil.
Use it in AbstractContractRootDirectoryTest to verify the API is workable in
real test code
All java 8 code is in the TestEventually test suite; not in the applied uses
