The filesystem spec behaviour of {{getFileBlockLocations(Path)}} and its base
implementation raise an FNFE if the path isn't there. But the method's javadocs
say " For a nonexistent file or regions, null will be returned."
* look at HDFS to see what it does
* make spec and docs consistent with that
* add contract tests
I actually think HDFS raises FNFE, so it's the javadocs that are wrong. We just
need a contract test & fixed up javadocs
