looked through that code too. why not post a query on to hdfs-dev to see what 
they thing.

Looking at those uses, raising a new exception isn't going to make a difference 
—the read is going to fail anyway, isn't it? All that is happening is there's a 
tighter error message.

my main concern there is that being windows, things will break if the native 
lib isn't on the path. Which going to happen in production anyway. I'm just 
curious what happens during testing
