To follow up -- it looks like we would want FileStatus to be extensible, to
accommodate new flags proposed by [~drankye] and [~rakesh_r]. I am +1 for
[~steve_l]'s proposal to add a bitfield (or EnumSet?) so that we do not need to
worry about breaking API compatibility in the near future.
