Patch 3 addressed all comments, and added docs. Didn't find any general
description section, so added to the RestAPI part where the re-encrypt is
introduced.
Also crossed-out the last todo item on my list, which is drain all providers
after a {{rollNewVersion}} in LBKMSCP.
