note that we could consider adding a new enum operation
{{Rename.ATOMIC_REQUIRED}} which will fail if atomicity is not supported; raise
some special IOE to indicate this requirement is not met, allowing callers to
recognise and fallback. Local FS rename will not be atomic due to the stricter
checks beyond the java API; it would be a requirement of posix FS clients to
decide what to do here
