HADOOP-13597 added {{HttpServer2#loadSSLConfiguration}} that deviated from the
existing way of loading SSL configuration. See these methods:
* DFSUtil#loadSslConfiguration
* WebAppUtils#loadSslConfiguration
* SSLFactory#readSSLConfiguration
Fix {{HttpServer2#loadSSLConfiguration}} and related code in {{KMSWebServer}}
and {{MiniKMS}}.
