[~yzhangal], I understand your concern on potentially breaking existing usages
if fixing the current wrong behavior. If you don't want to fix the behavior
because it would account as an incompatible change, then the only option I see
is a new API that will allow to create a UGI with an externalLogin; else I
don't see how to create such UGI. Any suggestion?
