Discovered during HDFS-10860 review. To require admin to access KMS
instrumentation servlets, {{HttpServer2#setACL}} must be called. Add
configuration property {{hadoop.httpfs.http.administrators}}, similar to
{{dfs.cluster.administrators}}.
