patch 015 (skipping 14 for various reasons)

* mostly trying to get checkstyle to STFU, except where I felt it was spurious.
* IT committer tests verifies that task commit doesn't materialize any part- 
files in the dest dir. The magic committer does; I've got that bit of the 
protocol wrong. Which now leaves me with the problem of : how to get the 
information about committed tasks into the job dir without renames? Plan: read 
in the .pending files and save a single "all PUTs in this task" file, unified 
with the staging committers; delete the task area
