bq. It would be helpful to the hbase project if you could detail why you need 
the hbase-server jar in the first place, presuming it isn't for some kind of 
mapreduce integration.
We have a coprocessor on one of the tables that extends BaseRegionObserver. So 
packages like org.apache.hadoop.hbase.coprocessor and 
org.apache.hadoop.hbase.regionserver packages have to be imported. 

We would like to add this utility kind of coprocessor in hbase itself so that 
timeline service v2 can use it as a client HBASE-17273.
