We've added a couple of tests to TestHadoopArchives.java rather than
TestHarFileSystemBasics.
TestHadoopArchives also tests HarFileSystem and also does archiving which we'd
like to do as part of the test.
The two tests test archive extraction as privileged user (supergroup) and
non-privileged user. Extracting the archive as privileged user preserves file
ownership and permissions.
