Steve Loughran resolved HADOOP-11572.

    Fix Version/s: 2.9.0

I'm closing this as "fixed", but we haven't really, we've just added logging of 
what's going on. As we collect more diagnostics from this, we can start to come 
up with some recovery where we distinguish the failure types
