-04 is now successful in located the Snappy build on the ASF Windows
infrastructure:
https://builds.apache.org/view/H-L/view/Hadoop/job/hadoop-trunk-win/128/
(It's only marked as failed because it can't find the junit output).
File YETUS-534 to provide a way to set the Snappy (and ISAL) locations so that
the build can be powered by Apache Yetus.
