HDFS-11644 added an interface for streams to export when dynamically declaring
support for features, as the static service APIs werent reliable. As
{{PageBlobOutputStream}} does support hsync/hflush, it should override
{{StreamCapabilities.hasCapability()}} and declare that it supports them.
