I do not believe Hadoop has a dependency on a specific version of zstd. It's
up to the admin/user to install whatever zstd version they think is appropriate
when building the native bits for Hadoop. Is there an incompatibility
introduced in 1.3.x that requires a change on our part or is this also
proposing to bundle zstd with the Hadoop release?
