I am wondering if we should concentrate first on supporting S3 and RawLocalFS
with colon since those are the FileSystems that allow colons.
Though definitely other FileSystems should be thoroughly tested as well.
I have a patch (and/or can submit a PR) with unit tests for Path itself to
handle colon that I will enhance to test:

round trip Path -> String -> Path, or at least Path -> URI -> Path and Path ->
URI -> String -> Path

As well as probably adding some tests for RawLocalFS, S3 if possible and HDFS
