* restore fs.s3a.retry.limit;
* security audit
* move hdfs staging temp dir to ~/tmp/staging by default (with test!)
* unified commiter also creates "staging" commiter, though that's not in the
public docs
* All internal config options moved to InternalCommitterConstants, including
the older factories
* adopt unified committer throughout tests,
* rename committer base class to AbstractS3ACommitter
* import cleanup in some of the tests
