[~templedf] Thanks for working on this. Along with my comments in HDFS-14876,
one minor comment on the contents of this patch.

"The minimum supported version of the JVM will not change between major
releases of Hadoop." -- Not sure why we are doing this? I don't think we should
make this guarantee. Especially with Java moving to 3-month release cadence. We
as a community might not have enough resources to make sure that all JVMs
versions are tested and supported.
* "In the event that the current minimum supported JVM version becomes
unsupported between major releases, the minimum supported JVM version may be
changed in a minor release." If this is the intent, then simply saying we will
support all JVMs till the end of life is more concise and clear.
