Thanks for reporting the issue and providing your analysis, [~mdrob]. I agree
{{CryptoOutputStream}} seems to be missing the {{StreamCapabilities}} related
implementation.
Patch 1 to add a fix and a test - the capabilities varies for different test
classes, so added just to {{TestCryptoStreams}} instead of
{{CryptoStreamsTestBase}}
