[[email protected]], Sorry, i don't understand the proposal clearly. Could you
please elaborate 2 points you mentioned. We have test case in
{{TesIOUtils#testWrapException}} which tests IOE with no String constructor.
Shall we add one to {{TestNetUtils}} as well?
