uprating to major & targeting 3.1

Rationale: we don't see throttle events handled in the SDK itself, so when the 
cause of perf problems due to excessive throttling, that's not visible to the 
caller, who just sees "slow". Getting at the metrics would let us say "slow, 
because..."
