I went ahead and tried  [^HADOOP-14667.05.patch] in my machine.
Switching VS is always painful but VS2015 gets rid of all the cmd tools, so it 
was harder than usual.
Anyway, I tested with VS2015 and tested with a console with the following:
* Target: %comspec% /k ""C:\Program Files (x86)\Microsoft Visual Studio 
14.0\VC\vcvarsall.bat"" amd64
* Start in: "C:\Program Files (x86)\Microsoft Visual Studio 14.0\VC\"

(This is similar to the VS2010 cmd.)
It took me a while to figure this out but from here, the whole thing built 
(winutils, hdfs, etc).
I also tested VS2010 and also worked.
