Patch 001: initial implementation with docs, tests and the CLI.

* Has [initial
documentation|https://github.com/steveloughran/hadoop/blob/s3/HADOOP-15364-S3-select-trunk/hadoop-tools/hadoop-aws/src/site/markdown/tools/hadoop-aws/s3_select.md],
* Incorporates HADOOP-15346 as every SQL error triggers a 400 response; you
don't want to keep retrying them.
Also Increments AWS SDK Version to 1.11.309. Obviously that's a big change
which needs to be validated separately.
