HADOOP-13660 breaks backward compatibility due to API changes in MetricsPlugin.
This also breaks rolling upgrades since any client implementing this - like
HadoopTimelineMetricsSink in Ambari is affected - see
https://issues.apache.org/jira/browse/AMBARI-20156.
