Summary: mapreduce job is getting submitted with negative priority
as it is not handled to run with default priority(i.e: 0)

mapreduce job submitted with negative priority should take priority value as
DEFAULT_CONFIGURATION_APPLICATION_PRIORITY set in the capacity scheduler.xml
but it accepts negative value as it is as negative value for priority is not
handled
