Thanks [~jojochuang] and [~ajayydv].
New patch fixed pre-commit (which was a conflict resolution error I made when
rebasing) and Ajay's comments 1&2. For #3, the test case is testing KMSCP's
loadbalancing on failures. This patch does not change that code path and is
unrelated to client retry behavior, but on the delegation token side. So I
don't think adding the config would add reasonable value here.
