Uploaded the initial patch. [~ste...@apache.org] can you please review.?

i)  Added the etag while sending the request.

ii) Throwing new exception when etags are not matched.

Ran the tests after this changes,there were failures related to this ( seen 
some encryption errors).

One simple test case was added in patch ( still need to optimize).
