Testing: us-west-1 w/ test setup of S3Guard enabled in the bucket, options of
{{-Ds3guard}} and {{{-Ds3guard -Ddynamodb}}.
In the first of those options because my test bucket is per-bucket bonded to
s3, the local test is now skipped properly
