Patch 004. This is patch 003 rebased to trunk and with a quick review; live
renamed setOwner() to {{bindToOwnerFilesystem}} to make clear its a more
significant operation, tagged as @VisibleForTesting
I have not *yet* rerun this against an S3 endpoint, waiting for jenkins to do
its work first
