Release Note: WASB: Support for StreamCapabilities.

Attaching HADOOP-15677-001.patch. This implements and tests StreamCapabilities
for Page Blobs, Block Blobs, and Block Blobs with compaction. All tests pass
with fs.azure.scale.test.enabled = true against my storage account in the US.
