It depends upon what you mean by "everything else."

test-patch still "functions."

There is zero point in running qbt on branch-2.  It will go up until HDFS then 
sit eating resources for the remaining 10 hours (or whatever).  The job times 
out and the email output won't be generated.  That only hurts the ASF as a 
whole.

Also, given that no one appears to have noticed that there hasn't been an email 
from the trunk qbt run, I still posit that no one pays attention to them 
anyway.  (It would appear that Jenkins has lost the ability to send email 
because everything else is working as expected.)
