* Use JUnit 5.3.1
* Upgrade Maven surefire plugin to 2.22.0 since JUnit5 requires 2.22.0 or
higher:

Note: Upgrading Maven surefire plugin is sometimes dangerous (e.g.
HADOOP-13514). We need to test this patch carefully.
