this tags the extensions package as limited private & unstable, but in the
javadocs makes clear that people shouldn't change things just because they feel
like it. Doing this means that there's no restrictions on coordinated
incompatible changes, as and when needed, but at the same time, people are
discouraged from doing so.
if we can get this into hadoop-3.2 then it will set expectations properly
