HADOOP-14269 proposes adding module-info.java for each module, however, it is
too complex and difficult for now because we should support Java 8, which does
not support module-info.java.
Adding automatic module name in MANIFEST.MF can add module name without
module-info.java, and it helps other projects a lot.
