Makes sense.

* needs documentation
* needs a test to verify that distcp will actually write data with locality 
disabled. Ideally some test in the existing distcp tests can be enhanced for 
this, a new test case added, etc. I don't see a mini HDFS cluster letting you 
verify that locality is being disabled, but we should check that the switch 
does not break things. 
* And a test in AbstractContractDistCpTest so that we can verify that it 
doesn't break the other filesystems.
