{{UGI.createLoginUser()}} can read in a tokenfile and add the tokens, but it
doesn't log anything when it does this
proposed: log at debug:
# the path of the file being loaded
# all the tokens being read in.
Listing the tokens needs to be hardened against failures in decode/toString.
