HADOOP-15229 patch 003

* FileContext gets the openFile operation too, with tests for all 
implementations
* AbstractContractOpenTest adds more tests of chained async operations. All 
good.
* Reworked how the final build operation wires up to FileSystem, FileContext, 
delegated FS. More minimal now
* LambdaUtils marks the start of production-side lambda-exp helpers
* S3 Select tests to trigger different failure conditions, stack traces people 
will see documented, tests happy

Be good for others to play with this API; first time I've explored 
CompletableFuture operations. Pity that checked exceptions makes it 
near-impossible to do IO in them.
