Another open issue which needs to be addressed is synchronization around the
{{FailoverProxyProvider}} on failover. This will be necessary since multiple
threads may be accessing a single RPC proxy, and we don't want this to
effectively cause the client to failover multiple times spuriously.
I'll deal with this once I get confirmation that the general approach is sound.
