Review comment:
As OzoneManagerHttpServer uses BaseHttpServer, and that uses dfs.http.policy
to find when it should use http/httpsAddress.
With this newly added property, we should pass this policy when
OzoneManagerHtttpServer is started, to updateConnectorAddress during httpServer
Start.
