this is happening with s3a ireland; looks like it's in an AWS SDK retry loop
while there's an outer retry. The table is being provisioned with (2, 2) so
maybe its just too underspecced for thest
1. Make this a scale test?
2. use smaller batch size?
Once we move to on-demand table creation performance will not be an issue, so
probably best just to wait until then
