probably going to leave the delegation token stuff out of this for now
(HADOOP-16068 and HADOOP-16163); the HADOOP-16068 patch has to touch the POM
for bouncy-castle changes, which of course will have conflict because the
bouncy-castle version hasn't been updated in branch--3.2 AFAIK.
