If needed, hard coding the state ‘Neutral’ can be avoided since it is specific
to Zookeeper based failover, Instead this HA Service Interface can support
custom states?
Also, want to repeat one suggestion I given earlier. Will it be good idea to
bring all the following life cycle management APIs under this interface?
