This is being fixed as part of HDFS-2096, the problem is that Apache snapshots
repo is not being declared and the build does not find the the JAR isn the
release repo.
In the mean time, if you build from trunk/ things work because
hadoop-assemblies is part of the build and maven reactor uses it from the built
itself.
