We do not need to set "fs.azure.createRemoteFileSystemDuringInitialization" to
false because the testMkdirRootNonExistentContainer uses container name (with
"nonexistent-" prefix) which is diffrent from automatically generated test
container name (with "abfs-testcontainer-" prefix).
