Todd, if you have a complex extension value then you might use PB to encode 
that value, but I think we ought to avoid PB for the top-level key/value pair 
extension mechanism.  Our network protocol should be something we'd like to see 
as an Internet RFC.  Should RFC's include PB-defined structs?
